The submit button causes the Correct layer to appear if the answer is correct, and I think your story does that. If the answer is incorrect, it causes the Incorrect layer to appear on the very last allowable incorrect attempt. On all other incorrect attempts, it shows the Try Again layer. Since you have set it for unlimited attempts, the Incorrect layer will never show, and there is no Try Again layer to show for incorrect attempts that are not the last attempt. Create a Try Again layer, and you'll be fine.
