There is not an option to publish into an EBook format, but you may want to review the information here in regards to publishing and deploying your content on a mobile device.
Well there are certainly plenty of ways to do that - most look to hosting the course on a gated website (so you provide users with a password after they've purchased) or within an LMS so that they're provided with a login to access the course and be able to track their completion and any results.
