It sounds like some unusual and erratic behavior, so it's worth checking first that you're working with local project files. Also, you may want to try importing it into a new project file as described here and I'd also be curious to know if you're able to replicate the behavior on a new project file.

I'm going to up the problem: I changed the first pool to draw "1" and it still displays ALL the questions in the pool.
Time to delete that pool and start over.
