Error moving objects to the foreground

Hi, I need help!
I am developing a game where a player in the role of leader runs a department of 8 people.
He can set several types of tasks (task 4-3, task 3-2, task 2-1) for his employees, and then remove them.
Also, he can apply 4 types of motivators (yellow, red, blue and green) to employees, a total of 40 cards.
In this case, 4 cards can be applied to several employees at once, they are called group motivators.
I use Articulate Storyline 3.5 and basic layout of slide.
When I remove a task card from an employee, the group motivators card of this employee moves to the foreground.
This glitch occurs exactly when I take and start moving the task card.
There are no triggers linking task cards and motivator cards.
As far as I know, there is no trigger in Storyline that could bring an object to the foreground.
What could be the cause of the glitch? How to fix it?
