Have you reached out to your LMS team or the hosting domain? Have you looked at testing this course in SCORM Cloud as well? Here are some other troubleshooting steps you may want to review.
The client's LMS team states they have had previous success with using the AICC protocol with hosted content. My company is providing the hosting service. There was no version of PHP specified in the link above but we use a fairly recent version on our servers so I doubt that is the issue.
So after answering the prompt for a yes, you're brought back to the start of the course? The LMS may have it's own resume behavior set up - but you'd need to check that with them. If you'd like to take a look at the data being sent back and forth you could enable LMS debug mode as described here.
Well its been over a year and there is still no answer to this problem. I followed the instructions on enabling debug mode but it does not seem to work.

Did you also enable the "resume" behavior as detailed here?
yes. It is set to prompt user. The problem is that no data is getting sent back to the LMS

actually I got the debug mode to work (caching error prevented it loading)
I noticed a couple of things:
I get this message when exiting the course: Cannot make calls to the LMS before calling Start
I see this a couple of times: AICCComm - Checking for presense of 'http://'
However my course and LMS (SCORM cloud) are both on https:// protocol. Would that cause teh issue?
