As far as I know, you cannot modify the location of these elements on the player. I know they do change locations if you use the Modern player and hide or unhide the seek bar.
For example:
Seek bar visible: play button on the left and the replay, volume, closed caption, accessibility control, previous and next buttons on the right.
Hide the seek bar: volume, closed caption, and accessibility controls on the left, and the previous and next buttons on the right.
I'm sure someone else will comment and let us know if that is not the case.

I don't want to change the location or limit access to these options. I ask about changing the tab order because I think it would be more intuitive to have the previous and next buttons focused before the volume and settings buttons because I imagine keyboard users will be using previous and next much more often.
My mistake. I didn't read your initial question correctly. From my understanding, you cannot change the focus order of the player navigation elements but you can skip them when tabbing. More information here:
I also agree with this. Someone who is blind and using a screen reader has to hear about the volume button and other buttons along the bottom of the screen, then the Previous button, then the Next button.
The Next button should be first, then Previous, then other buttons. If there is a request for enhancement already open for this, I would like my name added to it.
