I don`t know if this would work for you, but see the attached quick example. Instead of having the wheel on a layer with entrance and exit animations and triggers to show/hide the layer; I have everything on the baselayer. The Go/Stop button uses the built-in Normal and Selected states; no need for triggers to change button states. Clicking the button toggles a True/False variable. Based on that variable the wheel is continuously moved on a circular motion path. This seems easier to me...have a look.
