Help with Closing Course when using URL/Open File

Looking for assistance with closing/exiting course with a file linked. I executed this on several projects in the past and have verified I have everything set up the same, but it is not working on this project.

I have created a course using one scene that consists of four slides. On the 3^rd slide the user is instructed to click next and play trigger is set to open URL/File. The user is then instructed to return to the tab (slide 3) and click an arrow (added to the slide), which has an object trigger assigned, to jump to the next slide. On the next slide a button has been added and a object trigger assigned, to exit course when use clicks the button and complete/pass course when user clicks the button.

During the preview of the entire course everything thing appears to be working properly, except the link is not active while previewing (which is expected). However, after the course is published in Review 360 and reviewed, everything works, the file is able to be viewed, you are able to go back to the tab and click the arrow, it advances you to the next slide, but when you click the button to compete/pass and exit course, it does not work.
