The attached course has a question bank that I can not get to reset when the learner fails and retakes the quiz. These were originally hot spot questions, but I changed them to Pick One questions hoping it would solve the issue. It did not. How do I get these questions to reset?

The order of triggers is very important in Storyline. Take a look at the screenshot below:
You want the results to be reset before the user jumps to the first question slide. On your project, you had those triggers in the opposite order.
