Hotspot to show layer not working

Hi All, 

I've inserted a rectangular hotspot on the base layer as well as a trigger to show the slide layer when the mouse hovers over the hotspot. This isn't working and I can't seem to figure out why. 

Attached is the slide with the layer and all. 

Any other eyes see what I can't see??
