Hotspots in zoom regions

I created a slide with many layers.  Different layers are shown when the user hovers over hotspots on the base layer.  It was difficult to read some of the content because the image on the base layer is small so I created a zoom region over the part of the slide where the hotspots are located.  That worked fine for the readability of the slide but now the hotspots don't work.   They sort of work in that if you move the mouse around in the zoomed region the layer will display briefly and then disappear but I can't get them to stay on as they should.  My theory is that the hotspots did not zoom with the zoom region and are now very small and hard to hit.  Can anyone offer any suggestions?
