Hover state behind other items

Hello, i have this slide (a drag and drop freeform) with a textbox and some shapes that the user must drag. In front of the text box i have some invisible shapes with a hover state (another textbox). That hover state it's not on top, like my textboxes, but go under the dragable items.
The shape with hover is on top of all. I notice that the hover is on top of all until i drag and drop something. then the hover stay behind all the draggable items.

Daniel - The drag items will always take the top-most position after dragging and dropping. You can reposition your tooltips below the objects or consider using slide layers to show and hide the tooltips.
