Hovering Layer to Layer Issues

Triggers can be a tricky one to figure out without looking at the Storyline file, are you able to share that here or even a sample you mocked up? In the meantime, you may also want to review the tutorials here on working with triggers and layers, as items such as trigger order and the slide layer properties are areas you'll want to keep a watchful eye on settings. 

I've attached an example. The hover won't work for each layer. 

But it works when using clicks. Why is this? 

There is an option with the Roll over trigger to Restore on mouse leave.  That is the default.  If you de-select this option, your new roll over should work.  It is a little funky behavior though.

It looks like Garth has you covered here - and you'll also want to determine if you want the user to see the elements from the other layers still, which is a setting at the top of  the slide layer properties:

I just wanted to say thank you also to pointing out the slide properties Ashley. It has helped me implement a warning layer that doesn't interrupt the flow of the slide, as by default it has the "Hide other slide layers" check box ticked. You can imagine then how going from one layer chronologically to the next, and then a warning layer that hides all the layers progressed, could be an issue.
