Hovering makes unrelated layer disappear

I have a simple flowchart in Storyline. Each component has a Normal state and a Hover state. When you hover over a component, a layer appears with descriptive text. I have a separate layer with a “Forward” button that is triggered by a variable. Here’s the problem: As soon as I hover over any of the components, the layer with the button disappears. How do I make the layer with the button remain active regardless of where the user points on the flowchart. I have tried placing both above and below the other components to no avail.

What do you currently have for the visibility properties on the layer that contains the button? You can access the properties from the "cogwheel" icon.
