I have a video which I want to insert which will show the visual only. I want to put audio on top of the video which is audio which I have recorded. (The audio and video do not match)
How do I insert a different audio on top of a video?
Also, how do I get the video to stop at certain points and insert triggers to ask questions, quizzes etc.?
You simply insert the video clip and the audio clip as with any other objekt.
Go check the INSERT tab and press either the movie clip icon or the microphone icon for inserting a audio clip that you've made outside Storlyline or to record a audio on the run.

You could insert them both as different elements within Storyline's timeline and there is the functionality to mute the audio of the video itself:
