How can I turn a scrolling action into a question?

We have an application where scrolling is necessary and an important part of the user interface (I didn't design it, I just have to teach it!). We want to ensure the user is actually performing the scroll, not just showing it to them. Any ideas on how to do this? I tried a drag and drop by replicating the scrollbar and I also tried putting the screen into a scrolling panel and letting that scrollbar become the "system" scrollbar, but the question remains how to turn it into an actual 'question' interaction. Thanks for any ideas! Honestly, I don't think it is worth whatever ever it may require, but I've been asked to try!

Hi Rory,

Is there anything the learner could be asked to click at the bottom of the scrolling window? You could create a freeform Pick One question, and  then do as you have already done, putting the screen into a scrolling panel. Then at the bottom, add a button or object to have the learner click on before submitting the question.
