How Can I Use a Master Slide with a Question Bank?

I am brand new to Articulate and  I am learning rapidly.  I am creating an evaluation tool that is simple for its first iteration.  I have 100 questions that will be in a Question Bank (currently only 15 or so are entered) and I want the questions to appear over a Master Slide that has a image of a file folder.  The option seems to be greyed out and the Question Bank questions appear on a plain slide.  What am I doing wrong?  Or is this not a feature?  Thanks in advance for your help!
