How do button sets work?

I have a game that I created (from a template that I downloaded here) and it contains a base layer and 25 layers (questions and scoring). The base layers contains 25 buttons which trigger the layers. Each layer contains 10 buttons for scoring .

 

 I am experiencing intermittent issues with some of the layers not launching (triggering) when the corresponding buttons are clicked, in fact it adds or subtracts from the team scores.

I have reviewed the entire file and I can not locate any issues or setting to rectify this issue. I have recently learned about button sets and I have a few questions:

(1) Could creating button sets for the scoring buttons resolve my issue?

(2) If I create button sets, will we be able to add and subtract from more than one team on each layer (or for each question).

Any other tips and suggestions are appreciated. Thanks!

Basically creating a button turns your buttons into and either or type option.  Button Sets are used in Multiple Choice Questions.  For example, If I choose A, then change my mind and choose B, the state for A will revert back to normal and the B state will be selected.  If I select A again - it becomes selected and B goes back to normal.  Putting them in a set allows you to only have one selected at a time, with you you having to trigger those state changes.

Probably not what you need here.

I am attaching the file for another set of eyes to review. I have been working on this project off and on for quite sometime and would love to put it to rest peacefully. I am almost at wit's end. Please let me know if you see anything that would make this file work correctly.

Background: Initially the scoring was erratic, so I changed the scoring mechanisms (+/-) from shapes to buttons per another users recommendation. I also changed the dollar amounts to buttons too (changed them back and it's still erratic). :-(
