We can't allow our users to advance forward in the video, but do want to give them the ability to go back in the event they miss something. I've been racking my brain trying to figure out how to do this and I've come up with nothing.

There is no way to navigate/rewind to a specific frame in an embedded video.
Addition question Michael (dial & slider guru) can you use a dial (SL3) to control video playback?
Im thinking of trying closed captions over a video and i think the captions may 'visually interfere' with the normal video playback controls in SL, so i was thinking of adding a dial to control the video?
Hi Garry, beyond pause/continue/stop, there is no way to control a video's timeline. Are you using SL360 for closed captions? If yes, then you can place your video so that the built-in CC doesn't overlap the video. See here for a quick example.

I created a training video, with few chapters and topics and I wanna give the users the flexibility of jumping to certain time in the video, by clicking the button so they can view the topics they wanna see.
I am having trouble keeping a video paused until the user triggers it to start playing. I added a trigger to the video to play only when the state of a certain object is selected, but for some reason, it just keeps on starting with the timeline.

Hi Yan, Yes this is possible.
First create a new trigger and then choose, Play/Pause/Stop media as the action.
1) Basic control: start to play/pause/stop video by trigger
When: Select the appropriate trigger action to play/Pause/Stop the video, e.g. button clicked or variable reached .etc
2. Advance control: play video at a specific time (like 30") initiated by trigger
In the When field, click "Timeline Reaches".
This now offers a new option for When. You can now select the timimg in seconds for when you want the start/stop/pause to be triggered.

on the video options tab - check what Play Video option is selected
