Hello I am using Articulate Storyline 2. I have 15 quiz questions in the course. Here are what I want:
1. Before they reach the Result page and hit the "Retry Quiz" button, users can only submit once for each quiz question;
2. At any point before the "Result" page, all quiz questions can be accessed from the menu bar BEFORE or AFTER the user hit "submit" button for this question. The only difference would be: if the question hasn't been answered (user hasn't submitted the question) then the user can answer and submit the answer, for once; Once the question has been submitted, the learner can still come back to view the question, but can't answer it anymore.
The functionality you are asking, is provided by storyline by default. We don't need to add any extra efforts for it. But if it is not working as expected at your end then there might be some issue with your slide properties. Make sure slide properties of all question slides are set to "Automatically decide".

I just figured it out that only submit button is enable and question option are getting locked.
So to lock submit button, you will need to add one more trigger before submitting interaction, to change state of submit button to disable. :)
As a follow up question to Maggie's question, I've found that when users exit my quiz-question-type course without finishing and then access it again (through the LMS), they are prompted to either start from where they left off or start over. Is there any way to disable them from being able to click start over and redo all the questions? This is allowing them to get 100% after finding out that they got everything wrong.
You could set up the resume prompt to always resume - that way they'll always pick up where they left off and not be provided with the opportunity to retry the course and change their score. Here is additional information on how the resume works.

Once I changed the quiz type from free form to quiz, everything is ok now. :)
