I am working on a storyline slide with 8 layers and would like to set it up in a way that will require participants to interact with each layer before the option to advance to the next slide becomes available. Is this possible?
You can use custom states and evaluate the states of objects.
If you use variables, when you go to change the state of the next button (or object) there has to be a triggering event and then the conditions that the layer variables are all True.

Yes.
If you don't use the next button, just do the conditional trigger on the object that navigates to the next slide.

You had a few issues so here's a recording where we walk through the basics with state changes. The previous video shows how to use variables. You need a separate variable for each layer.
Also, good habit to title things
