How to set up selection guide correctly

I am just beginning to lean Storyline and have been tasked with creating a selection guide for a product. I'm not sure how to best set up the file. It starts with one selection button that next gives you 3 choices. From there each of the 3 buttons give you different choices. You can select only one of the three at a time. That selected button then moves you on to the available options. Do I create what the final slide looks like and add in triggers/layers...When one option is selected I would like the other options to be dimmed. There seem to be so many options to choose from and I'm feeling a bit overwhelmed.
