How to work with the Zoom tool when inserting a second layer?

Hello everyone!
Do you know if it is possible to work with the zoom tool when inserting a second layer on Articulate Storyline?
On the base layer, the Zoom tool works perfectly, but when insterting a second layer on top, it is not possible to add a Zoom effect. In fact, the Zoom option on the menu appears grayed out!

Welcome to E-Learning Heroes!
It's not currently possible to insert a zoom region on the layer of a slide.
However, there may be some alternatives you'd be interested in trying out:
