I need help! The slide displaying differently in Review 360, Preview and Published course.

I have built a course and am having trouble with one slide.

I have attached the slide for your review.  

The story file is built they way I intended.  When the learner hovers over the hotspot a text box appears.  It is in the front so it covers the text below.  It has a fill color that is dark blue.

However in Preview and Review 360 a text box is popping up behind the text, in a different fill color and I cannot find it on the timeline to delete it.

I am at my wits end trying to figure this out.  Any ideas how to fix this?

I already deleted the hotspot and caption box, recreated it and it is still displaying the wrong text box.
