Thanks for reaching out! You may already know that you can add an image outline or border by going to the Format tab of the Storyline ribbon and then selecting Picture Border.
I understand that you'd like the outline to be only around the image itself and not the rectangular border of the picture, as shown in your screenshot. In that case, you may use a third-party photo editor to apply this effect before inserting the picture into Storyline.

Paint.net is free, and pretty powerful. It can certainly do this. Copy the image, paste it to a layer behind the image, and fill and enlarge it as needed.
