Just tried to use my Logitech C922 + Rode podcast to record and embed videos in a slide ( "Insert webcam video... ").
Turns out that no matter what resolution i choose, the created movie hehaves choppy and without lipsync. Doing the exact same thing with PPT/Mix works like a charm with a perfect HD video 1920x1080
Anyone who recognizes this & have any idea what to do about it?
I am currently using a Lenovo w10/i5.6400.3GHz/16GB/GTX1060 6GB
After my experiments with AS3 I shutted it down, started PPT and produced a OfficeMix with the same camera/same microphone which generated a "flawless" embedded video (sorry about the blueish background and misc odd settings - but compared to the outcome in AS3 its way much higher quality) - guess this excludes the hardware or? https://mix.office.com/watch/qhrh3ddc99a4
Looks like you've reached out to our support team as well and Victor is assisting you. I'll add these notes to your case, but advise continuing the conversation with him there.

Hi there, Hans. Just to make sure I understand you, it sounds like your Logitech webcam video worked fine in PPT but not in Storyline. Is that right?
Yes, that is correct
