Install Failed 8007051B

Already have Storyline 1, attempting to download Storyline 2, can't get to the point of putting in license codes before this error occurs.  Does anyone have any information about this error or the fix?

Download and run this tool from Microsoft to fix issues with uninstalling or installing apps:

After running the Microsoft tool, restart the computer. After restarting, try to install the Articulate 360 Desktop app again and see if that works.

I tried a million other solutions before finding that this works!
