issues with hover, states, and layers

Hi! I'm having trouble on my project with hovers and layers being really sensitive and the trigger not triggering when it should. Basically, the user should be able to hover on the shape that says, "Lead Management." When they hover over it, it should turn green and a callout from another layer comes up describing what "Lead Management" is. Well, it sort of works, but it is being really sensitive. The hover and the layer only works when the arrow is in a specific place within the shape. I need the area to be the whole shape. I have attached the file. Please give me some advice on what I might be doing wrong and how I can fix it. Thanks!

I think what's happening is the layer sits on top of the hover object and you get this issue where the hover is released and then regrabbed,
An easy fix is to get rid of the layers and then insert that content into the hover state.
Hi Tom. Thanks for getting back to me so quickly. I tried your fixed and it helped. But the area is still sensitive, just not as much. It caused another problem. It caused the callout to be somewhat transparent. I checked the transparency on the shape, and it says it's at zero. I have attached a new version. Thanks!
There seems to be some weirdness in the slide because when I open it, Storyline really bogs down. I showed, how I would approach building this interaction in this quick tutorial.

Hi Tom. Thank you for the video. I actually created it in Storylilne, and it was acting wonky as I was creating it. I will try making it an image first the way you did it in the video. If it still won't work, I think I'll contact support. I really appreciate your responsiveness and all of your help!
You can contact our support team and share the file. Perhaps they can figure out why it's acting wonky.
If you have PowerPoint, I'd create the core structure (minus text) in PPT and save as .SVG. That will keep it nice and crisp. And then you can overlay the interactive stuff and text.
