Layer visibility not locking

Hi there,
I'm having trouble with a course that I am building in Storyline 360. I have a base layer with 5 buttons that trigger each their own layer. I want the layers to pop up right next to the button that triggers it, leaving most of the base layer still visible.
However, currently whenever I add a new layer, a whole blank slide-sized layer is added, covering up the entirety of the base layer. I also cannot see the base layer anymore even when locking its visibility.
How do I make smaller layers, that exist "on" part of the base layer, instead of covering the whole thing?

Are you able to share the slide in question? If need be you can scrub any private info and just attach that single slide.

I figured out part of the problem the background colour on the layers was set to white. I set it to "no fill" and then the base layer could be seen. I changed the vision layer so you could see the vision button and not see the other buttons which is what I think you were also wanting. I also deleted the triggers making the buttons inactive at the start and then active when you clicked on them as that seemed redundant.
