As for the limit in Survey questions I'm also not seeing a way to limit the answers in the Survey Question however you can go around this by converting the slide to a Free Form Interaction that offers better control. You can find a useful article here to quickly convert the slide.
On your other question about making the Survey Question appear horizontally you can increase the area of the Survey Question first, then manually move the selection within the enlarged area. You can see some of the changes on this file.
