I'm not aware of any specific limit. As a test, I just added a bunch of scenes to a project I'm working on, and went up to 20. So I'm guessing something else is going on. Are you able to add an 11th blank scene, rather than copying and pasting one?

One thing you can also try is create a new project, add scenes and start duplicating scenes to see how far you can get. Just an idea, but either way, please submit a ticket when you get a chance.
This is an interesting subject. I am currently constructing a test project with 60 scenes.
I am on 15 so far and will comment if I run into any problems. I ran a test to see how many frames packed with data I could enter and found that Storyline slowed down tremendously (to the point of being dysfunctional) after 300 frames in one scene.
