I published the file with the same settings you had originally and uploaded it to SCORM Cloud (check out this step-by-step article if you want to try it). Going through the course as the user, I was able to see a result other than 100%, which matched the answers I selected:
When I checked the reports in SCORM Cloud, the results also matched my score:
Since the problem is not within your Storyline project, I recommend reaching out to Workday for troubleshooting and information on their preferred tracking and reporting options.
Hello, I am having the same issue. The learner is supposed to answer at least 80% correctly to receive credit but a learner had answered 57% correctly and passed.

The results page in Storyline is reporting 100%.
I have a question. Can SL report that a person, if failed the test, has NOT completed the course?
Failed is normally terminal (hence the completed status) maybe better to send passed/incomplete
