I have one test file that works fine with LMS tracking (Slides Viewed) and another which does not. I have tried all the solutions I could find and can't seem to figure why the test file works but not my full project file with the same settings. I am more than happy to share the project files privately.
If you can't replicate the issue in SCORM Cloud, it's probably an issue that you'd want to take to your LMS team.
The articles here and here may also help clear up common LMS issues.

Have you tested your course outside of the LMS? If not, I recommend testing your course in SCORM Cloud.
This would help determine if the issue is Articulate related or if it's on your LMS's side.
