Loading icon when playing audio more than once in a slide

I am having trouble with a hotspot that has a trigger set to play an audio file.  When I click on it the first time it plays the short audio clip as it should, when I click the hotspot again it does not play any sound and brings up a loading icon in the middle of the page.  I have noticed this is an issue whether the trigger is set to a hotspot or an image button. 

When I click preview to preview the slide in Storyline the slide functions normally and I can click the hotspot as many times as I want and the audio always plays and no loading icon appears.  Attached is a screenshot and my story project.  The slide in question is slide 1.6

Hi, Eric -- Thank you for your reply, and my apologies if I am misunderstanding here. I did want to note, as stated in the article above, "If you view an Articulate Storyline course on your local hard drive (or send it to someone else to view on their local hard drive), you'll encounter security restrictions from the computer, web browser, Flash Player, and network that'll cause various features of your content to fail."

However, when I publish your file for web and I test it via tempshare.articulate.com, I appear to be unable to click on any of the notes on slide 1.6 when testing in Chrome v. 49.0.2623.110. Can you please check out this link and let me know if you are finding the same? And can you please share a bit more about where your course will ultimately be accessed by your learners, as well?
