Master slide layer connected to Feedback master layout. Why?

I have a slide master that I want to add a layer to. I View > Slidemaster and pick the layout I want to adjust.
I click the New Layer button and, indeed, get a new layer.
However the layer has a transparent grey tint. Just like the background on the Feedback Masters. (I'm not actually using the feedback masters, but they are there.) And in fact if I go to the Feedback masters and turn off that transparent grey background it goes away from my newly created layer.
First question: Why is a new layer tied to Feedback masters? That just doesn't seem right at all!
Second question: How can I change what it is tied to? or break that connection.

Thank you. To me that seems like a really bad decision. Seems like it should default to the Layers master or something like that.
And I kept trying to change it the way I would change a slide master layout -- with the right click.
Definitely putting in a feature request.
The KB articule seems to have disappeared, can someone let me know the answer to this, it's happening for me too (8 years later).
