If I understand your question it sounds to me like you want to drag and drop custom objects (like photos).
Under the Insert tab in the top menu bar you need to use Convert to Freeform and then choose Drag and Drop. You will need to have a set of drag objects (photos or other objects) and a target for each to drop on. These would be the list of items to drop the photos on. The center of the drag object will snap to the center of the target object so you should bear that in mind. I suggest the drag and target objects be the same size so they align properly.
