I created a m/c quiz question in SL and set the number of attempts to 2. However, SL isn't automatically creating the Try Again layer; therefore, there's no "try again" message for learners. Why? This feature worked great for a drag-and-drop/ordering question.
I'm not able to reproduce what you're experiencing. I set up a multiple choice and set the attempts (within the question) to 2. If I select the incorrect answer, I get a "Try Again" prompt. Can you share the .story file here, so I can take a look at what you have so far?
