I have edited an interaction in storlyline (tab interaction) and now I cannot click the tabs in the order i want. I want to click from top to bottom, but when i do the the "how" tab does not allow me to click. If i go out of order I am able to click it. I have spent so much time trying to figure it out. It looks like the states are the same for each so i am not sure why this is happening. Please help as soon as possible. thank you so much!!
Kelly looks to me like this is indeed caused by a blurry source file. I'm afraid you can't improve the quality of the source image file using Storyline. Perhaps you can ask your Marcomm group to provide you with a larger version of the images? =)

Do you think there is a specific dimension i should request? they are asking me and i'm not sure if a certain size would help. I do see it takes up to 2048X2048. Thanks!
Happy to hear they have larger photos available for you; this should help with the blur problem. However, adding photos that are 2048x2048 when it's not necessary is not a good practice, because it's adding an unnecessarily huge file to your course.
Here's what you should do to make sure you get the optimal size for your photos:
Go into your project to the slide that has the blurry photo in question on it.
Select the photo
Select the "Format" option from the Ribbon
Under "Size" you'll see the width and height of the photo as it appears on the slide, in pixels
Ask that your photos be given to you in that size, or
Ask they be given to you in a size larger than this and then use Paint or another tool to resize the photo yourself BEFORE importing into Storyline. This way you can have a copy of the larger photo on file for yourself, just in case.
As you see in the photo, the dimensions for the photo on the "Where" layer are 450px W x 230 px H. So you can request the photos be sent to you in the largest format available, but be sure to crop away excess and resize the photos to the correct size before importing into your project. Let me know if you need further clarification. =)
