Newbie Trigger Question

Hi,
Totally new here, working on my first Storyline piece. I'm trying to create a simple slide similar to the one found in the basic triggers tutorial (http://community.articulate.com/tutorials/products/adding-and-editing-triggers.aspx).
I have two buttons with triggers set up to show a different layer when each button is clicked. When I preview the entire project, I click on the first button. After clicking, the correct layer is displayed. However, at this point I can't click on anything. In other words, the buttons are disabled. I need to configure it so the buttons remain active until the user clicks Next.
Thanks for helping a new guy out.

Welcome to the forum, Jake. Sounds like you need to insert a button that will let the learner close the layer and bring them back to the main slide. People often use a red button with an X in the middle of it for close buttons. Let me know if that solves the issue.
Thanks, Daniel.
I've tried the close button, and it does work. However, I'm trying to do something similar to this example:

Notice how the user can just click through each tab without having to close any layers. That's the effect I was hoping for.
Is you layer set to disable the base layer?
or do you have a shape or transparency covering the buttons?
