If you have updated the software and you are still having trouble, I wanted to share a couple of workarounds when viewing the Content Library:
In Storyline 360: You'll find the Content Library access in a few spots depending on where you are in Storyline at the time. Here's a quick Peek of a few of the different places you'll see it. If you are not on the slide stage, the Insert tab options will be greyed out.
In Rise 360: The issue might be with your company's firewall blocking some of the Content Library 360 assets. This article lists the ports and domains that need to be allowed in order to fully access everything Rise 360 has to offer.
