First, make sure you have Storyline installed. I'm not sure which practice file you're trying to download, but there should be a link to download the source files. Once you download the file, it may be in a compressed (.ZIP) file. You'll want to extract the contents from this folder to ensure you're able to work properly with the practice files.
Once you've extracted the files, you should see one or more .STORY files (depending on the practice file you're working with). They'll be listed as "Articulate Storyline Story" file types. You can either double-click the file to open it, or open it through Storyline, itself.
If you can tell me which practice file (with a link) that you're working on, I can try to give you more information about the steps you need to take.

Are you referring to the file found here?
If so, after downloading it, you'll need to unzip the folder completely. Have you been able to do that yet?
