Do you know what version of Storyline you're using? You can check by going to the "Help" Tab -> "About Articulate Storyline".
Also, can you let me know more about what happens when you try to insert a video file? Do you see an error message or are you having difficulty with playback?
Also, with your permission, I'd like to take a look at your MP4 file to investigate what's happening. You can share it publicly here, or send it to me privately by uploading it here.
I have used the Video block and Multimedia block to upload the mp4. I select the mp4 from my hard drive and it just doesn't upload. I don't see an error notification, just nothing happens. I might be making an easy mistake that I am not noticing.

Could you share that MP4 file with our team so we can test the upload from our end? If that works for you, you can send the file privately to our support team here. We'll give it a test and let you know what we find!
There's a 50MB file size limit on our case submission form. If your file is larger than that, you can host it somewhere like Google Drive or Dropbox, then share a link to the file with us. Let me know if you're able to get it submitted!
