Not working: Change state of button to Visited when 2 other buttons are visited

Hi, I'm attaching two slides that I can't figure out. In scene 2, I have two buttons (called example folder and disabilities folder) that show layers when clicked. I've added a visited state to each button. When both buttons' have a visited state, I have an "invisible" button, called NEW Hidden, that should change to visited (visible) when both the examples folder and disabilities folder are visited.
However, when I click on one of the folders, the NEW Hidden button immediately switches to visited. I'm completely baffled.
Scene 1 works as expected, but I imported it from another projected and edited the states. I can't quite figure out why one works and the other doesn't.
Unfortunately, I don't work often enough in SL to see the difference and remember what I did the first time ... any guidance would be great!

See attached a revised file. The New Hidden object on 2.1 had a transparent rectangle in the Normal state, which (since the object is on top of all other objects in the timeline) 'caught' the click on any of the folders. That in turn displays the built-in Visited state.
