see if the attached works for you. I changed your freeform DnD to a Pick One then used offstage buttons to submit the interaction. I created drop correct and drop incorrect states for each of the drag items.
the solution from Wendy is the same strategy, that I also tend to use, so I stumbled upon a problem with that:
With Storyline 3 and in HTML5 the drop states are not recognized each time if the question is part of a "Draw from Question Bank" slide.
This is rather wierd, as it functions well outside of Question Banks or in SL2. There is alread a bug report for this and Alyssa Gomez posted, that they are working on it, but for the time being:
Don't put questions like these into question pools, if you are using SL3.
