It's generally seen when something happens to the file such as not following the guidelines mentioned in regards to the location of your project and assets, and the file naming conventions etc. If it seems to occur for you regularly on your .story files and you've checked into all the elements in the above linked article then you will want to look into conducting the repair detailed here.

Have you tried importing that project to a blank one? This works sometimes...

I'd agree with Alex's suggestion to following the method here to import the project into a new file. You'll also want to confirm that you're following along with the guidelines mentioned here to prevent odd behavior in your Storyline files.
Is this a known issue? I'd hate to have to import every time I have to open a file.
