Is there any way to turn this feature off? What if I don't want a picture to cause my learners to have the hand cursor when they roll over a jpg/png? I believe this is happening because of the convert to freeform feature I'm using on the slide, but I need to keep the freeform and turn off the mouse cursor. I've turned it off for the hotspots which are on the jpg/png.

You cannot without removing the freeform, are you creating some sort of hotspot question where you don't want them to see the hand?
You could go the other way and add a hotspot behind everything with hand enabled, so everywhere has a hand.
Or you can overlay hotspots over the images and use them in your freeform.
