Popup that appears outside content area?

Hello, I'm new to Storyline 2. I have never used Articulate Studio.

A coworker who knows Articulate Studio as requested that I make a popup window that appears outside the slide area. It will superimpose itself centered over the player frame and the content area. This is to be used as a help screen.

They tell me that in Studio, they create an interaction and it works. (See attached screenshot.) 

From what I can tell, Storyline 2 does not work the same way. I cannot find a way to have a window appear that crosses over both the player and the slide area.

Is it possible to do this?

If so, how? :-)
