I'm using Saba and course running in Scorm 1.2 and ignore flash cookie is turned on.
I've noticed that if I resume a course after saving, only the results of the quizzes I completed during that session will appear in the results. So anything that I did before is not included. I have a bit of unique set up - I have several quizzes in different scenes, all set to 0 value. Finally, I have one true false at the end scene worth 100. I have one results slide following that which is supposed to aggregate all of the results.
When you publish this course for LMS, under the reporting and tracking options, make sure to use the "track using quiz results" option for tracking.
Also, if you have several quiz slides set at 0 points, their score would not show in the results slide. Only ones with a value will be graded within the results slide.
It might be easier if you could you attach the file so we could take a look at the set up.

You may want to test this in the SCORM Cloud, the industry standard for testing, to see if you get the same results.
If it does end up being specific to Saba, you can look st this information about troubleshooting your LMS.
Others in the community who use Saba may also have some additional information.
I tested in scorm clound and got the same results.
