Project Theme not visible to other user

I've recently created a standard template that has custom themes and fonts applied. These are saved in the package's theme. This main purpose of the theme is to standardise font and callout bubbles for View/Try/Test mode screen recordings.

I've been able to C+P screen recordings from different projects that have recognised the theme and auto-updated the callouts, but a member of my team has tried to use the template today following the same method but the formatting/theme/font hasn't pulled through on their project.

Will the theme need to be added manually by each person using the template by importing the .athmx file, or should it be auto-applied with it already being in the project?
