I published a course at 50, 60, 70, 80, 90, and 100 percent in order to find the best balance of speed and quality. What I noticed is that in the output folder, under mobile, all the PNGs are the same size no matter the publish setting.
It seems like the image quality setting only applies to the Flash output. Can anyone confirm that?
The Qualitysettings allows you to control the compression settings Storyline uses for any audio, video, and pictures you've added to your course, but you will find that the image quality in HTML5 can be diminished as they won't be vectored. You may want to review this article which offers some solutions.
My observation was that the image compression settings had no effect on the HTML5 output. Is that normal?
In other words if I move the slider from 100% to 50% I can see that the Flash images are reduced in size (kilobytes, not physical size), but the images used in the HTML5 version remain the same.
I am curious to know if this issue has been fixed in Storyline 360. Since Storyline 360 heavily relies on HTML5 output can we expect blurriness of HTML5 output is fixed in Storyline 360?
The HTML5 experience in Storyline 360 is a big improvement over what folks have seen in Storyline 1 or 2. We now offer broader support across a number of browsers as you'll see here.
One issue that we are aware of, is a blurriness in recent versions of Chrome. It appears to be a Chrome issue as well, so we're continuing to investigate fixes while also pushing for updates to Chrome. We'll let folks know once we have more information on that!

It sounds like normal behavior - as the flash files are often larger sizes, and if compressing the image quality that will update the Flash file size.
